What Is a Pool Pump?
The Spruce / Tessa Cooper
Your pool pump sucks water from one location and forces it to another location under pressure.
Check the height of the water relative to the pool pump.
A trickier situation is if your pump is higher than your water level.

This is more challenging because for the pump to suck the water, it will need help grabbing it.
Pool pumps are not very good at sucking up water through the air.
A pool pump should prime in one to twenty seconds.

If it does not prime in this timeframe, air is still in the line.
If your pool pump will not prime, add water to your system.
If it still does not prime, air is getting into your piping somehow.
