You want at least a foot of space on either side so the rug doesn’t overwhelm the room.

This rule applies to both large-area rugs and runners.

A 5x7 rug is the perfect size to go under a full-sized or twin bed.

The area rug should accent the space and not aim to cover the entirety of the carpet.
